I. Name
The name of the Subcommittee shall be Scientific Review Panel (SRP).
II. Purpose
The purpose of the Scientific Review Panel shall be to ensure the integrity, rigor, and fairness of the research funding programs offered by Speed of Light – The ASTRO Foundation by conducting objective scientific peer review of grant and fellowship applications and providing funding recommendations based on scientific merit, innovation, feasibility, and potential impact.

IV. Subcommittee Membership and Structure
The Scientific Review Panel shall be composed of ASTRO members appointed by the Foundation President and ratified by the Board with one member serving as Chair and one member serving as Vice Chair. Subcommittee members should be funded investigators with experience with a peer-reviewed grant. Subcommittee members are appointed for a period of one year. Service is generally limited to five consecutive terms unless additional terms are deemed necessary.
Meetings can be in person, by phone, or by video conferencing platform. The Subcommittee may invite others to meetings as it deems attendance necessary and appropriate. The Subcommittee Chair, or staff liaison, is responsible for ensuring approved minutes are part of the Foundation’s records and submitting reports and recommendations to the Science Council or Board.
V. Authority
The Board or Science Council, from time to time, might delegate additional duties to the Subcommittee. All actions taken by the Subcommittee are subject to review by the Board and may be overturned by vote of the Board.
